GPSR requires the Responsible Person to be an economic operator actually established within the EU — a manufacturer, importer, authorised representative or fulfilment provider based there. As a UK company, we can't legally take on that role for you directly. What we can do is prepare your documentation, review your labelling and instructions for compliance, and put you in touch with an EU-based partner who can be formally appointed as your Responsible Person.

What Is GPSR

Who does the General Product Safety Regulation apply to?

GPSR (Regulation (EU) 2023/988) applies to most non-food consumer products sold to EU customers — including online marketplace sales — where no other EU product-specific safety law already applies. It doesn't cover medicines, medical devices, cosmetics, or food, which have their own regimes. See the government's own summary on business.gov.uk for the official position.

GPSR — common questions

Does GPSR affect me if I only sell to UK customers?

No — GPSR (Regulation (EU) 2023/988) is an EU regulation and applies to products sold to EU consumers. Great Britain runs under its own, separate product safety framework, currently the General Product Safety Regulations 2005. If you sell to both markets, you may need to consider both.

Is "UK GPSR" the same thing as "EU GPSR"?

No, and this trips a lot of sellers up. The UK's domestic product safety law is still the General Product Safety Regulations 2005 — a different, older piece of law with no EU Responsible Person requirement. The government published a consultation in March 2026 proposing to replace it with a broader new framework (covering online marketplaces, digital labelling and civil penalties); that consultation closed in June 2026 and a formal response is expected soon. We're tracking this and will update our guidance as soon as it lands. The EU GPSR discussed on this page is the separate regulation that applies only to sales into EU/Northern Ireland consumers.

Does GPSR apply to my product category?

It applies broadly to non-food consumer products without their own dedicated EU safety regime — think homeware, electronics accessories, toys, sporting goods, and similar. Medicines, medical devices, cosmetics and food are covered by other rules instead. Tell us about your product and we'll confirm.

Can you be my GPSR Responsible Person?
